Effective human resource management is critical to the Department of Integrated Child Development Services (ICDS), Government of Uttar Pradesh, in delivering nutrition, health and early childhood education services. Earlier, several HR processes were paper-based or fragmented. Service records were incomplete, the Document Verification Process for recruitment and promotions was largely manual, and the absence of a centralised, real-time vacancy monitoring system affected workforce planning. Before 2021, vacancy rates stood at 59% for Child Development Project Officers (CDPOs), 46% for Mukhya Sevikas and 9% for Anganwadi Workers (AWWs), constraining supervisory oversight and service delivery.
With technical support from UP TSU, the ICDS Directorate implemented the e-HRMS platform, Manav Sampada, from 2019. The system digitised key HR functions, including recruitment, postings, transfers, promotions, leave, performance appraisal, property returns and ID card generation, and more than 6,200 staff were registered. UP TSU also supported online recruitment, promotion and district-allotment processes. Its Human Resource for Health team led the design of standardised workflows and documentation, while the Information and Communication Technology team supported technical implementation.
These interventions strengthened workforce management and transparency. More than 13,500 leave requests have been submitted online, more than 90% of staff submitted property returns online in 2024–25, and recruitment and promotion initiatives supported staffing across key cadres. Since 2021, vacancy rates have declined to 33% for CDPOs, 37% for Mukhya Sevikas and 4% for AWWs. The portal was migrated to the State Data Centre. The Department now independently manages core HR operations through digital platforms, reflecting stronger institutional capacity, ownership and sustainability.
