About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

Job Summary :

Specialist- Information Communication Technology (ICT) will be driving the ICT related initiatives/ activities under the guidance of the Director & Deputy Director ICT/ State Program Lead and will work closely with DD IT (NHM&DHS) and other government officials of the National Health Mission (NHM) and Directorate of Health Services (DHS), Directorate of Medical Education (DME) & Ayushman Bharat Digital Mission (ABDM), Government of Madhya Pradesh (GoMP). S/he will provide implementation support for both internal and external ICT solutions on Disease Surveillance, Human Resources, Logistics, Health and Financial aspects of public health and other process based systems. The position requires travel within and outside the state.

Key Responsibilities:
  • Provide necessary technical and managerial expertise and lead in planning, procurement, and implementation of ICT applications and infrastructure.
  • Monitor and coordinate with outsourced agency (vendors) for hardware procurement and development of ICT solutions as per the project requirement, e.g. HRIS, LMIS, State FMS systems.
  • Project Management responsibilities including Integration management, scope management, quality management, risk management and financial management.
  • Work closely with M&E team in defining data structures and reporting formats as part of Program Monitoring
  • Organize and lead all ICT related meetings with external stakeholders like government bodies, vendors and with other teams of IHAT.
  • Guide and manage team deliverables including but not limited to documentation, implementation and procurement of all ICT related applications as well as hardware

Work Experience:
  • Minimum 7+ years of relevant experience in IT sector in design and implementation of complex integrated architectures across different platform.
  • 3+ years of experience in project implementation and project management with at least three large-scale turnkey implementation involving conceptualizing, designing, implementation and support
  • Experience in Government Organization and/or Public Health is essential
Education:

Bachelor in Engineering (B.E/B.Tech) in computer science/computer application/information technology or Masters in Computer application (MCA)

Key Competencies:

Conceptual and Analytical Skills:

  • Should be able to review existing ICT solutions in Health; conceptualize and implement best practices in coordination with other stakeholders in the state.
  • Should be able to oversee planning, implementation and procurement in coordination with outsourced agency (vendors) for setting ICT solutions and infrastructure within approved timelines and budget.
  • Expertise in end-to-end ICT related tendering process including budgeting, RFP preparation, bid-management, vendor selection and contracting.
  • Able to conceptualize and design high quality IEC programs and capacity building plan for different users in the state which include low literacy population.
  • Well versed with data analytics and designing of different systems like PIP Tracking Tool, MIS Dashboards (including HR and Logistics MIS), Grievance Redressal system etc.
  • Proficient in Enterprise Architecture principles and experience with projects involving integration of cross-platform applications
  • Command over different programing language and experience with Monitoring frameworks and Geographical Information System (GIS) is desirable

Leadership and Management:

  • Demonstrated leadership and managerial experience, preferably in a government setting.
  • Experience building relationships and working with multi-disciplinary state and division level teams, Government officials and external partners.

Communication Skills

  • Excellent written and oral communication skills, including strong presentation, persuasive ability, and report writing.
  • Capacity to deliver complex messages to various audiences.
  • Proven ability to conceptualize, analyze, innovate, plan and execute ideas.
