About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Maharashtra, Delhi and Bihar to achieve public health goals. Our work is focused in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, addressing infectious diseases, and strengthening health systems  . We use program science to optimise and scale public health programs while partnering with the governments and communities.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

Senior Deputy Director/Deputy Director-Monitoring & Evaluation would be the overall nodal person of the work to be undertaken in the domain of Monitoring & Evaluation and Research. The position is responsible for integrating three sub-verticals of Monitoring & Evaluation and Research (strengthening government data systems, special studies and implementation research, program monitoring and strategic analysis) to ensure strategic and directional analytical support to inform programmatic decisions across the domains of MNCH, Nutrition, & Family Planning. The position will also lead the organisation’s learning agenda by translating diverse data and analyses into academic and non-academic publications.

Key Responsibilities:
  • Provide overall technical leadership to the MONITORING & EVALUATION team to support government data strengthening efforts, programme monitoring and research, and strategic analysis that helps programs to strengthen service delivery in Reproductive, Maternal, Newborn, Child Health and Nutrition (RMNCHN).
  • Provide technical and managerial oversight to strengthen the routine government data system through multiple proven efforts and innovations by establishing a strong liaison with the Government of Uttar Pradesh counterparts.
  • Ensure the quality and utilization of HMIS, RCH, eKavach, UPKSK, HRMS, DVDMS, CARE, and other government health information systems in government decision-making.
  • Oversee development of dashboards, scorecards, district profiles, exception reports, analytical products, technical reports, policy briefs, publications, and knowledge products.
  • Lead the design, implementation, and continuous refinement of results frameworks, theories of change, and indicator reference sheets
  • Ensure standardization of data collection tools, reporting formats, and SOPs, and lead data quality checks and review processes.
  • Promote routine use of data for programme planning, adaptive management, and evidence-based decision-making.
  • Lead the design of operational and implementation research, baseline/endline studies, and other evaluations, including development of protocols, methodologies, sampling, and analysis plans.
  • Ensure compliance with ethical standards and required approvals (IEC/IRB) for all research activities.
  • Oversee primary and secondary data collection, including surveys, assessments, and qualitative research, ensuring quality, timelines, and proper supervision of field teams.
  • Establish and maintain secure and efficient data management systems for storage, confidentiality, and access.
  • Oversee development of reports, dashboards, research outputs, and knowledge products
  • Develop and design key performance questions and parameters for monitoring project performance and comparing it to targets.
  • Undertake cutting edge program data analysis and using the evidence provide key program feedback.
  • Develop technical documents, brief notes, and infographics from the evidence generated through research.
  • Organising, writing, and editing technical guidelines, documents, resource materials, training modules, presentations and other relevant materials in coordination with the concerned teams.

Key Inputs expected from the Job Role

  • Oversee a team of monitoring & evaluation and research personnel.
  • Formulate key strategic questions to provide direction to the program implementation
  • Lead the process of data analysis to address the identified strategic questions and to generate key programmatic insights using primary data (internal concurrent monitoring survey, program monitoring data and government data (HMIS/UP-HMIS)) and secondary data sources (NFHS, AHS, DLHS etc) and those conducted by UPTSU
  • Desgin and implement evaluation and dipstick studies or implementation research
  • Lead the process of synthesizing the empirical findings.
  • Establish a well functional rapport with the government and line departments for successful execusion of technical assistance in the domain of M&E and Research
  • Any other work given by the line manager or organization from time to time
Work Experience:
  • Minimum 10-12 years of progressively responsible experience in Monitoring & evaluation, public health programme management, health systems strengthening, implementation research, or health data analytics, with at least 8 years experience in managing large team
  • Proven experience in designing and implementing Monitoring & evaluation frameworks, performance monitoring systems, data quality assurance mechanisms, and programme evaluations for large-scale public health programmes
  • Demonstrated experience of providing technical assistance to Central/State Governments, preferably under the National Health Mission (NHM) or other Government of India health programmes
  • Experience in managing multidisciplinary teams and engaging with government, development partners, and other key stakeholders
  • Strong analytical skills with experience in health information systems, data visualization, evidence generation, and translating data into programme and policy decisions
Education:

Required:

  • Master’s degree in Public Health (MPH), Demography/Population Studies, Statistics, Health Economics, Epidemiology, Biostatistics, Community Medicine (MD), Health Informatics, or any other relevant discipline from a recognized university/institution

Preferred:

  • Ph.D. in Public Health, Population Studies, Epidemiology, Biostatistics, Health Systems, Community Medicine, or a related discipline
  • Certification/training in Monitoring & evaluation, Health Management Information Systems (HMIS), DHIS2, data analytics, or statistical software such as R, STATA, SPSS, SAS, Power BI, or Tableau will be an added advantage
