Since its inception, IHAT has been working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.
About Program:
The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :
The Associate/ Specialist – PPP & contract Management will support the Director, Health System Strengthening in providing support to the Department of Medical Health & FW, Department of Women & Child Development and Department of Medical Education, Uttar Pradesh, in procuring and managing PPP and other private sector contracts within the health and nutrition sector in Uttar Pradesh.
Key Responsibilities:
Key Deliverables expected from the Job Role
- Provide strategic technical assistance to Government departments for designing and implementing PPP initiatives across health and nutrition programmes.
- Lead development of procurement strategies, contracting frameworks, and contract management systems aligned with Government policies and programme priorities.
- Guide preparation and quality assurance of RFPs, bid documents, evaluation frameworks, contracts, and procurement documentation.
- Lead procurement planning, bid management, technical evaluations, negotiations, contract award recommendations, and transition planning.
- Design contract governance mechanisms including KPIs, SLAs, performance monitoring frameworks, incentive mechanisms, and payment linked performance systems.
- Support Government departments in obtaining statutory approvals and clearances required for innovative procurement and PPP initiatives.
- Lead identification, assessment, and design of new PPP opportunities for improving RMNCHN and other priority health services.
- Provide technical oversight for implementation and lifecycle management of PPP contracts, ensuring compliance with contractual obligations and performance standards.
- Lead capacity building initiatives for Government officials on procurement planning, bid management, contract administration, SLA monitoring, and PPP governance.
- Guide development and implementation of digital MIS solutions for contract performance monitoring, payment management, and decision support.
- Lead periodic programme reviews, contract performance assessments, risk analysis, and development of corrective action plans.
- Develop policy briefs, technical guidance documents, standard operating procedures, operational frameworks, and knowledge products.
- Facilitate coordination among Government departments, development partners, consultants, legal teams, ICT partners, and service providers.
- Mentor associates and technical teams while ensuring quality of programme implementation and analytical outputs.
- Represent the programme in high level technical meetings and policy discussions related to procurement, contracting, and PPP reforms.
- Perform any other strategic responsibilities assigned by the Director.
Key Inputs expected from the Job Role
- Lead gap assessment of procurement and contract management systems across departments.
- Develop institutional strengthening and capacity building plans.
- Design monitoring and evaluation frameworks for PPP programmes.
- Lead development of procurement manuals, contract management guidelines, and operational toolkits.
- Provide technical guidance for implementation of monitoring systems and performance dashboards.
- Support policy reforms related to procurement and PPP governance.

- Additional tasks as may be added to the Job Description from time to time for the job role
Work Experience:
- At least 2- 5 years of experience in RFP development and subsequent bid management of which at least 2 year needs to be working with govt. sector/PSUs etc.
- Experience of project management of at least 2 large scale projects, preferably in health or Nutrition sector
- Candidates who have worked in consulting firms in Transaction Advisory teams will be given preference
- Candidates who have experience of working with any government (Centre or State) departments in addition to at least one project management experience of PPP project will be preferred.
- Knowledge of Government e-Marketplace, e-procurement portals, GFR 2017, CVC Guidelines Procurement Manual of State and Central Government
Education:
- Required qualification: Bachelors of Engineering/ Bachelors of Technology or Masters in any field
- Preferred qualification: MBA, or equivalent qualification/ certification with courses in PPP/Contract Management/Procurement/Public Procurement will be preferable
