India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.
About Program:
The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :
Associate/Specialist Supply Chain shall be responsible for providing support to Uttar Pradesh Medical Supplies Corporation (UPMSC) in improving procurement and supply chain processes for drugs and consumables. Analyzing the different bottlenecks involved in procurement and supply chain of drugs and consumables there after suggesting the remedy/ improvement mechanism. Implementation and operationalization DVDMS enabled passbook system at public health facilities. Work collaboratively with Health system strengthening team and program teams to improve availability of drugs and consumables at public health facilities.
Key Responsibilities:
Key Deliverables expected from the Job Role
- Lead the design, implementation, and continuous strengthening of end to end supply chain systems for drugs, diagnostics, consumables, and medical commodities across the public health system.
- Provide strategic technical assistance to NHM, Directorate, and UPMSCL for strengthening procurement, warehousing, inventory management, distribution, and last mile availability of essential commodities.
- Support preparation of annual procurement plans, forecasting, budgeting exercises, and resource allocation based on programme priorities and consumption analytics.
- Develop and institutionalize evidence based supply chain models, operational frameworks, and standard operating procedures to improve efficiency, transparency, and service delivery.
- Lead review and analysis of procurement performance, supplier performance, purchase order management, warehouse operations, and inventory optimization, and recommend system level improvements.
- Guide implementation, scale up, and optimization of digital supply chain platforms including DVDMS and other logistics management information systems.
- Establish monitoring frameworks, key performance indicators, and analytical dashboards for tracking supply chain performance and facilitating data driven decision making.
- Lead periodic program reviews with state leadership, identify implementation bottlenecks, develop corrective action plans, and monitor closure of agreed actions.
- Facilitate convergence across programme divisions, procurement agencies, development partners, and implementing teams to ensure coordinated implementation of supply chain reforms.
- Identify national and international best practices, evaluate innovations, and support adaptation and scale up within the state health system.
- Lead preparation of technical reports, policy briefs, concept notes, presentations, and strategic documents for senior government leadership and development partners.
- Mentor associates and technical teams, provide technical guidance, and ensure quality of analytical outputs, programme monitoring, and implementation support.
- Represent the programme in high level technical discussions, review meetings, and stakeholder consultations related to supply chain strengthening.
- Perform other strategic assignments entrusted by the supervisor.

Work Experience:
- A minimum of 2- 5 years of experience in handling procurement and supply chain for medium-large organizations/departments, of which at least 1 years should be working with govt./non-govt. systems
- Demonstrated experience in EMMS or DVDMS
- Experience of leading or managing at least one large-scale procurement/supply chain project, preferably in the health or related sector, will be preferred
Education:
- Required Qualification: Master’s degree or equivalent in Management, Pharma, Biomedical Engineering, Public Health or a related field is required
- Preferred Qualification: Certificate in Procurement and Supply Chain Management (e.g., from Coursera, or a recognized institution)

- Senior government office liaisoning and stakeholder engagement at state level
- Ability to work independently on complex projects and proactively manage projects with minimal supervision
- Ability to lead, guide and mentor team members; strong negotiation skills in a multicultural environment
Functional
- Excellent reporting and analysis abilities; proficient in written and oral communication, including presentation skills and the ability to write analytical reports
- Proficiency in commonly used software packages such as MS Word, Excel, and PowerPoint
- Strong working knowledge of EMMS or DVDMS
Domain
- Strong understanding of drugs and a good level of knowledge of public procurement and supply chain
- Deep understanding of public health supply chain issues in India and the role of various stakeholders
- Familiarity with National and State public health systems and functions
