The Tuberculosis State Technical Support Unit (TB-STSU), Uttar Pradesh: Journey 2021–2024 report provides an in-depth look at the purpose, pathways, and performance towards TB elimination in Uttar Pradesh. The TB-STSU project was established with a clear mandate to strengthen the state’s capacity for private-sector engagement, strategic purchasing, Direct Benefit Transfer (DBT), and multi-sectoral collaboration in order to enhance TB prevention, detection, and treatment outcomes.

TB-STSU worked closely with the Central TB Division and National Technical Support Unit to design innovative solutions that addressed critical barriers across three main areas.

Recognising the vast network of private healthcare providers, the project placed a major focus on private-sector engagement through strategic partnership models. By supporting the implementation of Patient Provider Support Agencies (PPSAs) across high-burden districts, the TB-STSU aimed to bridge the gap between the public and private sectors. The goal was to ensure standardised care, improve access to diagnostics, strengthen TB notification, and enhance TB care in Uttar Pradesh.

The project also focused on health systems strengthening by improving diagnostics; decentralising TB services to primary healthcare facilities, including Ayushman Arogya Mandirs, for improved accessibility and continuity of care; and actively engaging pharmacists and private providers to enhance early case detection, notification, treatment adherence, and referral under the National TB Elimination Programme.

In addition, TB-STSU fostered multi-sectoral collaboration in the state through meaningful partnerships with various government departments, NGOs, and corporate partners through Corporate Social Responsibility (CSR) avenues. These efforts helped enhance screening of vulnerable populations, provide TB diagnostic machines, and mobilise vital nutritional support for people living with TB.
