About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

Specialist–HR Systems Strengthening will work closely with the government counterparts in National Health Mission, Dept. of Medical Health and Family Welfare, Dept. of Medical Education and other partners to set up the first Proctored Independent Authorised Assessment (PIAA) Center in Uttar Pradesh, which will be used for competency certification of nurses.

She/he will play a critical role in understanding complex policy interactions, identifying key bottlenecks, developing policy proposals, implementation pathways and ensuring the work is on track. The individual should ideally have strong project management, negotiation, and collaboration skills.

Key Responsibilities:

Key deliverables expected from the job role:

  • Identify and engage with key partners and stakeholders, including medical colleges, educational institutions, government agencies, and accrediting bodies.
  • Identify potential partners and vendors required for various aspects of the PIAA center, such as technology providers, security services, proctoring solutions, and assessment content providers.
  • Develop a comprehensive RFP document outlining the project’s requirements, scope, and expectations.
  • Develop and maintain a project plan, including timelines, milestones, and budgets.
  • Develop comprehensive guidelines for the setup and operation of PIAA centers, including security protocols, technology standards, and compliance with accreditation requirements.
  • Ensure that the PIAA center adheres to all relevant accreditation and compliance standards.
  • Implement a system for monitoring the performance of the PIAA center, including assessment quality.
  • Oversee the training and development of PIAA center staff, ensuring they are well-prepared to carry out their roles effectively.

Key inputs expected from the job role:

  • Foster positive relationships and ensure alignment of goals for setting up the PIAA center.
  • Ensure that all aspects of the project, from infrastructure setup to staff training are on track.
  • Oversee the day-to-day progress of the project, addressing any delays or issues promptly.
  • Provide regular updates and reports to partners, stakeholders, and government agencies.
  • Manage the project budget and allocate resources effectively to meet project goals.
  • Identify potential risks and develop strategies to mitigate them.

Miscellaneous:

  • Any other work given by the line manager or organization from time to time.
Work Experience:

Essential Experience

  • Minimum 2 years in large scale program management or consulting with government/development sector projects.

Preferred Experience

  • At least 1 year experience of Consulting backgrounds.
Education:

Required Qualifications

  • MBA/PGDM in or any other equivalent qualification from Tier-1 institutes.

Preferred Qualification

  • Masters from Tier-1 institute.
