India Health Action Trust (IHAT) was instituted in 2003 and our vision is to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Karnataka, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

Job Summary :

The Senior Manager – Grants and Finance will be responsible to manage the grants management & monitoring and finance function of IHAT. This includes financial management of donor-funded grants (FCRA and Non FCRA), ensuring compliance with statutory laws, donor-specific regulations, and organizational policies. The role will work closely with the Director Finance, program leadership and donor representatives to provide strategic financial oversight, strengthen compliance systems, and enable effective use of grant resources.

The position requires substantial travel to various project locations.

Key Responsibilities:

1. Finance and Accounting

  • Oversee financial transactions across projects and ensure timely processing in compliance with IHAT financial policies and statutory requirements (FCRA, TDS, GST etc.).
  • Ensure timely and accurately updating of financial transactions in accounting systems.
  • Reviews payroll and ensure accurate and timely processing of salaries, benefits, and deductions.
  • Liaise with financial institutions for smooth cash flows and treasury management.
  • Providing finance inputs and guidance to program staff to enable timely and compliant implementation of activities.
  • Support and coordinate periodic internal, statutory and donor audits including documentation and management responses.
  • Ensure audit recommendations are implemented in a time bound manner.

2. Grant and Fund Management

  • Oversee financial management of multi-donor (FCRA and non-FCRA) funded projects ensuring compliance with donor agreements and FCRA/CSR regulations.
  • Ensure timely submission of accurate donor financial reports with required supporting schedules.
  • Monitor fund utilization against budgets and donor approved line items, ensuring adherence to cost principles.
  • Develop and maintain project-wise budget dashboards in collaboration with program teams.
  • Track fund flows, disbursements, and expenditures to ensure alignment with donor contracts and cash flow needs.
  • Support grant close-out processes, ensuring reconciliation of financial data, compliance with donor terms, and submission of final reports.
  • Ensure Key Grants and Compliance deliverables are met:
  • 100% on-time submission of donor financial reports.
  • Quarterly donor compliance checklists completed and shared with senior leadership.
  • Project-wise budget utilization dashboards updated monthly.
  • Annual donor compliance matrix maintained and updated.
  • Timely response to donor queries and compliance reviews.

3. Budgeting and Forecasting

  • Support development of organizational and program budgets, including donor proposals.
  • Prepare budget forecasts and variance analysis on a regular basis, flagging any risks proactively.
  • Provide scenario-based financial projections for the senior leadership for decision-making.

4. Compliance and Internal controls

  • Strengthen finance and accounting systems to align with donor and statutory requirements.
  • Ensure compliance with statutory requirements (TDS, PF, GST, etc.) and timely filing of returns.
  • Review of books of accounts, vouchers, and supporting documentation to ensure audit readiness.
  • Develop and maintain a donor compliance calendar covering key reporting deadlines, audits and statutory obligations.
  • Build capacity of field and programme teams on donor financial compliance, documentation and reporting.
  • Monitor adherence to IHAT’s finance and procurement policies, flagging deviations and recommending corrective actions.
  • Ensure key compliance deliverables are met:
  • Compliance calendar maintained and monitored monthly.
  • Zero cases of donor or statutory non-compliance reported.
  • Audit findings addressed within agreed timelines.
  • Minimum two financial compliance trainings for staff conducted annually.

5. Operational and Administrative Support

  • Coordinate with central and state and central finance teams for alignment on processes, , timelines, and reporting formats.
  • Provide finance orientation to project staff on key policies and procedures.
  • Support procurement reviews and approvals as per IHAT policies.

6. Other Responsibilities

  • Undertake additional tasks as assigned by the organisation to support IHAT’s mission
Work Experience:
  • Minimum 10 years of progressive work experience in finance and grants management preferably in/for the development/ nonprofit sector.
  • Demonstrated experience in managing multi-donor, multi-project portfolios (FCRA and non-FCRA).
  • Proven track record of ensuring compliance with donor regulations (foreign and national).
  • Strong experience in budgeting, forecasting, financial reporting, and audits.
  • Prior experience in setting up or strengthening internal controls and compliance frameworks across multi-location operations.
  • Experience in leading and mentoring finance teams.
Education:

Chartered Accountant/ MBA Finance or equivalent professional qualification in accounting and finance.

Key Competencies:
  • In-depth knowledge of FCRA, Indian GAAP, statutory compliances (TDS, GST, PF, etc.), and donor reporting frameworks.
  • Strong financial planning and analysis skills, with ability to interpret and present complex financial information to non-finance stakeholders.
  • Advanced proficiency in Tally ERP and MS Excel; exposure to donor/grant management systems is an advantage.
  • Strong analytical, problem-solving, and risk assessment skills.
  • Excellent written and verbal communication skills for effective donor and stakeholder engagement.
  • High attention to detail, accuracy, and integrity in financial management.
  • Ability to thrive in a fast-paced environment with multi-location operations and substantial travel
