India Health Action Trust (IHAT) was instituted in 2003 and our vision is to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Karnataka, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

Job Summary :
The Finance Officer will lead the finance function for IHAT in Madhya Pradesh. The role will ensure sound financial management of multiple grants, including those from local, international and any other sources, with strict adherence to statutory and donor specific compliance. This position also oversees administrations and operations, vendor management and serves as the policy holder to ensure integrity and transparency in all financial transactions.
Reporting to the Sr Manager Finance, this position will work closely with the state leadership and program teams and requires extensive travel to project locations across the state.
Key Responsibilities:
1. Finance and Accounting
- Manage end-to-end financial operations including vouchers, bills, receipts, and payments in line with IHAT and donor policies.
- Ensure accurate and timely processing of payments in line with IHAT and donor guidelines.
- Maintain accurate records of all financial transactions in accounting software/systems.
- Maintain complete and accurate books of accounts, vouchers, ledgers, and supporting documentation including for audits and compliance.
- Monitor advances, settlements, vendor & staff payments, and ensure compliance with statutory requirements (FCRA, TDS, GST, etc.).
- Support budget preparation, forecasting, expenditure monitoring and variance analyses for projects as per approved budgets.
- Prepare and submit timely financial reports (monthly/quarterly/annual) as per IHAT and donor requirements to the line manager.
- Support in donor and statutory audits by preparing financial statements, reconciliations.
- Provide all required documentation and clarifications for statutory, internal and donor audits.
2. Administration and Operations
- Oversee office administration, including procurement, logistics, vendor management and asset tracking.
- Ensure compliance with procurement processes, contract management, and renewals of leases, insurances and service agreements.
- Facilitate travel bookings, reimbursements, and event/workshop logistics in line with IHAT policies.
- Supervise office support staff and ensure adherence to IHAT’s policies for workplace safety, safeguarding, and compliance.
- Compliance and Internal controls
- Ensure compliance with statutory obligations and timely submission of returns.
- Monitor adherence to IHAT’s finance and procurement policies, flagging deviations and recommending corrective actions.
- Provide capacity building and orientation to field teams on financial compliance and reporting norms.
- Coordination and Support
- Liaise with program teams to provide financial and administrative support for smooth activity implementation.
- Coordinate with state and central finance teams to align on policies, reporting formats, and deadlines.
- Build awareness among programme staff on expense claims, procurement norms and documentation standards.
- Vendor Management and Verification
- Manage vendor selection, contracting, payments, and performance monitoring.
- Lead verification and validation processes to ensure transparency and integrity in financial transactions.
- Serve as the first checkpoint for financial probity across all expenditures.
6. Other Responsibilities
- Undertake additional tasks as assigned to support IHAT’s mission
Work Experience:
2-5 years of relevant experience in financial management and operations, preferably in the development/ nonprofit sector
Education:
Master’s degree in Finance/Commerce or equivalent professional qualification.
Key Competencies:
- Strong knowledge of statutory compliance (FCRA, TDS, GST, PF, Indian Generally accepted accounting principles etc.),
- Experience in managing multi-donor, multi-location financial systems.
- Proficiency in accounting software and MS Office.
- Strong analytical, communication, and coordination skills.
- Ability and willingness to travel extensively within the state.
