About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

The District Specialist –Technical, Urban Health Initiative will lead the efforts to build resilient and responsive urban health systems at the district level. The role focuses on improving governance, service delivery architecture, human resources, infrastructure, health financing, and inter-sectoral coordination in the intervention districts.

Key Responsibilities:
  • Facilitate the assessments of urban health facilities and develop appropriate service delivery
  • Provide strategic and technical support for developing and implementing District Urban Health Action Plans.
  • Strengthen institutional structures such as urban public health facilities (UAAM, UPHC, UCHC) and urban health coordination committees.
  • Support district health and ULB officials in planning, recruiting, and capacity building for the health workforce in urban areas.
  • Advocate for rational deployment, task-shifting, supportive supervision and mentoring models to enhance service delivery
  • Strengthen ANC, OPD and PMSMA activities towards management of HRP
  • Support rationalizing and mapping health facilities and services for better coverage and accessibility.
  • Support district administration on operationalization and upgrading UPHCs and UCHCs per operational guidelines.
  • Explore and facilitate opportunities for resource convergence across departments (e.g., WCD, Housing, Sanitation).
  • Support quality improvement processes including Kayakalp, NQAS, and implementation of Standard Treatment Guidelines.
  • Support in ensuring the availability of essential supplies (drugs and consumables) at urban public health facilities by monitoring indenting on DVDMS and picking them up from the UPMSC warehouse.
  • Strengthen data systems for urban health, including HMIS, UPKSK and facility-level data recording and reporting.
  • Promote the use of evidence-based data for microplanning, decision-making, and performance reviews at the district and city levels.
  • Document innovations, systemic reforms, and lessons learned for wider dissemination.
  • Prepare regular progress reports, best practices, and successful case studies, and technical notes for district and state stakeholders
Work Experience:
  • Minimum 3-6 years of experience in health systems strengthening, preferably in urban or decentralized settings.
  • Proven ability to work with government systems, urban local bodies, and health institutions.
  • Strong leadership, situation analysis, coordination, and capacity-building skills
Education:
  • Master’s degree in Public Health after (MBBS, BDS, BAMS/BHMS, BSc Nursing), Health Systems, Public Policy, or a related field.
Key Competencies:
  • Familiarity with monitoring national programs at district level with an excellent understanding of key monitoring indicators
  • Familiarity with the National and State public health systems and functions
  • Understanding of public health issues in urban regions of India and the role of various stakeholders
  • Ability to work independently on complex projects and proactively manage projects with minimal supervision
  • Strong team player with proven experience working effectively in a multi-disciplinary team
  • Excellent interpersonal abilities and effective communication skills in both English and Hindi
  • Proficient in written and oral communication, including presentation skills and the ability to write analytical reports
  • Familiarity or ability to communicate in Hindi and English language
  • Proficiency in commonly used software packages such as MS Word, Excel, and PowerPoint
  • Skilled in conducting desk research, literature reviews, and accessing relevant documents through internet research
