About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

The District Specialist for Community Processes in Urban Health will offer technical and implementation support to urban health initiatives to improve the effective coverage of urban poor in three cities. The role involves working closely with district government counterparts and coordinating with technical partners and stakeholders to design, implement, and evaluate urban health innovations.

 

Key Responsibilities:
  • Facilitate the planning and implementation of urban health programs in targeted cities, coordinating with technical teams to incorporate their insights.
  • Provide targeted support to ensure effective program implementation.
  • Coordinate with district and state stakeholders to enhance program execution.
  • Conduct robust vulnerability assessment in three urban cities and develop scalable implementation models as per the NUHM framework
  • Support district officials in developing and implementing effective urban health strategies.
  • Work closely with ULBs to prioritize health initiatives within their planning frameworks.
  • Strengthen service platforms such as UPHC, UAAM, and Chayya Integrated Urban Health, Nutrition, and Sanitation Days (CiUHSND).
  • Strengthen community accountability platforms such as MAS and JAS.
  • Conduct supportive supervision and organize review meetings to tackle systemic and technical challenges in urban healthcare.
  • Implement periodic field monitoring and concurrent assessment initiatives.
  • Support research efforts and document findings related to urban health, collaborating with teams focused on strengthening health systems.
  • Perform other activities as assigned by the supervisor to achieve organizational goals.
Work Experience:
  • A minimum of overall 5 years of experience in public health, with at least 2 years in urban health
Education:
  • Required Qualification: Bachelor’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, public health or a related field is required.
  • Preferred Qualification: Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, public health or a related field is required.
Key Competencies:
  • The candidate must possess a strong understanding of urban health systems and a good level of knowledge of urban health issues
  • Strong experience in and understanding of working with government at various levels
  • S/he should have excellent reporting and analysis abilities, the capacity to communicate with various players at different levels, and an ability to negotiate in a multicultural environment
  • S/He will possess good teamwork abilities and the ability to work well in an interdisciplinary team
  • Ability to work independently on complex projects and proactively manage projects with minimal supervision
  • Proficiency in commonly used software packages such as MS Word, Excel, and PowerPoint
  • Skilled in conducting desk research, literature reviews, and accessing relevant documents through internet research
