About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

The District Specialist will work closely with district level officers of GoUP related to Health and Nutrition to improve the screening and management of maternal anemia in his/her respective district. They will be the overall lead for coordinating for all activities for the SRTT objectives, in their respective districts. They will be the primary nodals for ensuring that the program activities in the districts happen for the entire project. These will work in close coordination with the other district team members (if present) of UPTSU.

Key Responsibilities:
  • One should act as the lead liaison with District Magistrate, Chief Development Officer, Chief Medical Officer, District Project Officer for Anemia management program in the district.
  • Lead the efforts towards institutionalizing and sustaining the project objectives for the duration of the project.
  • Work closely with Government counterparts and provide support to CMO/ACMO-RCH/CMS/MH consultant/ Div.PM/DPM/DCPM/MOICs etc., on anemia management programs.
  • Coordinate with the District Senior Specialist/ District Specialist Community Health of UPTSU at the district level to strengthen community-facility-community linkages.
  • Support in screening of all pregnant and lactating beneficiaries at facilities and community (CiVHSND)
  • To facilitate the maintenance of Maternal Anemia Management Centres (MAMC) and coordinate for utilization of MAMC in coordination with LR in-charge.
  • Follow up and ensure project agenda in the meetings at different platform (DHS, DWR/BWR, PMSMA quarterly meetings) Agenda based on analysis from the data of screening and management of anemia in pregnant and lactating women in community and facility.
  • Activation and strengthening of designated MAMCs including support in identifying infrastructure, procuring logistics and hand-holding staff in IV iron infusion and reporting.
  • Support in roll-out of supply chain model in coordination with CMO regarding indenting of all anemia related commodities, monitoring pick-up from the warehouses for all facilities in the district and strengthening facility pharmacy store by supporting in inventory management and hand-holding pharmacists as per need.
  • Strengthen the ANC OPDs and PMSMA activities towards management of Moderate and severe anemia.
  • Support and strengthen digital applications (e-Kavach and HIS) rollout and linkages with MANTRA in the designated geography.
  • Collaborate with, and support district officials to improve recording and reporting of beneficiary screening, tracking, referral and management.
  • Support the Referral strengthening mechanism between health facilities and from communities along with strengthening of networks of care
  • Support in regular gap assessment, action planning along with district officials, and district UPTSU team.
  • Support to organize meetings at specified platform, discussion on gaps and plan to improve.
  • Any other work given by the line manager or the organization from time to time.
  • Additional tasks as may be added to the Job Description as and when required.
Work Experience:

At least 2-4 years of experience in the public health domain. Previous exposure of working along with government and experience in the area of maternal, new-born and child health, will be given preference.

Education:
  • BDS/ AYUSH
  • MPH/ MBA in healthcare from recognized university
Key Competencies:

Excellent computer skills (MS Word, Excel, PowerPoint).

Must be flexible and able to work in a challenging environment.
