About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

The Associate-HR Systems will primarily work on strengthening nursing reforms in UP and support the improvement of nursing quality through a competency-building pathway. S/he will be providing support in establishing assessment centre and developing competency-based products for e-Kshamata, a learning management system in Uttar Pradesh.

Key Responsibilities:
  • Support Specialist, HR Systems, in setting up the Proctored Independent Authorised Assessment (PIAA) centres in UP.
  • Identify key bottlenecks in establishing the assessment centres and provide support in the logistics and procurement for the centre.
  • Support Govt. of UP in developing competency dictionaries for various cadres based of FRAC framework.
  • Support Govt of UP to make competency-based assessments and competency-building products for e-Kshamata.
  • Support in the adoption of e-Kshamata among the ANM nursing officers and thereafter, support in the rolling out of the platform across all public health nurses in UP.
  • Engage with key stakeholders, including IHAT leadership, nursing educators, public health experts, and frontline healthcare workers, to ensure the work is reliable and approved.
  • Support in capacity building of department officials in sensitizing and mitigation on HR issues.
  • Support NHM-UP, Depts. of Medical Health & Family Welfare, Medical Education and Training and Women & Child Development in effective research, benchmarking with other states and policy making for various health programs and critical state interventions.
  • Any other work given by the line manager or organization from time to time.

 

Work Experience:
  • Minimum of 2 years of experience working in development agencies/ government departments/ not-for-profit organizations, or equivalent.
  • Experience in coordinating projects and grants, stakeholder management and knowledge in public health policies and programs in UP.
Education:
  • Bachelor’s in Management/ Arts/ Science is essential.
  • Master’s degree in Public Health/ Developmental studies/ Public Policy/ MBA, or equivalent, is preferred.

 

Key Competencies:
  • Knowledge in primary and secondary research, literature review, documentation and report writing.
  • Effective liaising skills with various internal and external stakeholders and timely coordination with concerned stakeholder (including government officials) to ensure momentum of work.
