About IHAT:

India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

The Specialist will provide technical leadership, strategic direction, and operational guidance for integrating and strengthening Post-Pregnancy Family Planning (PPFP) services across the continuum of care at Ayushman Aarogya Mandir’s (AAM) within the Comprehensive Primary Health Care framework. The Specialist will lead the implementation of the proposed interventions to strengthen service delivery of contraceptive choices in the post-partum and post-pregnancy periods for women and couples within the catchments of the AAMs.  Setting up systems for identification of eligible couples, strengthening counselling to the eligible couples, follow-up post contraceptive uptake and improving mechanisms for continuation of methods chosen. The role focuses on improving PPFP services in 12 selected districts by strengthening systems for capacity building of CHOs and AAM team members, enhancing frontline worker engagement, facilitating the deployment of digital innovations, and monitoring key processes in alignment with state’s family planning goals.

The position envisages close collaboration with the National Health Mission’s Family Planning Division, Community Processes Division, and the Directorate of Family Welfare to provide support in providing updates and strengthen reviews and institutionalize PPFP services within routine CPHC service delivery across selected districts.

Key Responsibilities:
  • Support in implementation of PPFP services integration at AAMs within CPHC framework.
  • Support in development of a state-specific integrated PPFP–CPHC Model and operationalize and strengthened PPFP service delivery across selected AAMs in 12 districts, aligned with national and state family planning strategies.
  • Coordinate with the FP technical team to develop need based capacity building capsules and support to develop a micro plan and roll out the capacity building of service providers (Medical Officers, Staff Nurses, CHOs, ANMs) and frontline workers (ASHAs, AWWs) on PPFP/Post abortion FP services and roll out of the same
  • Strengthen integration of PPFP/AS across routine service delivery platforms, including CiVHSNDs, ANC clinics, etc.
  • Support improvement in availability, rational distribution of contraceptive commodities at AAMs and higher facilities.
  • Strengthen counselling at AAMs by rolling out counselling training for the CHOs.
  • Develop dashboards using data sources such as HMIS, FPLMIS, BCPM-MIS, CiVHSNDs data to assess progress on various PPFP indicators. Conduct periodic program reviews, field mentoring visits, and quality assessments.
  • Work closely with NHM Family Planning Division, Community Processes Division, Directorate of Family Welfare, and district leadership.
  • Provide support to government review meetings, trainings, and policy discussions.
  • Facilitate coordinated planning, review, and problem-solving across PPFP service providers and primary health care stakeholders.
  • Generate strategic insights to inform scale-up and institutionalisation of integrated PPFP/AS service models.
  • Work in close collaboration and co-ordination with other departments of IHAT
  • Any other responsibilities assigned by the management

 

Work Experience:
  • Minimum 8 -10 years of experience in public health program implementation, preferably with experience in PPFP/ AS or family planning programming at the state or district level.
  • Experience with digital health interventions and data systems.

 

Education:
  • Post-graduate degree in Public Health / Health Management / Social Sciences.
Key Competencies:

Technical Expertise

  • Understanding of family planning program and guidelines at National and State level.
  • Familiarity with data platforms like HMIS, FPLMIS, BCPM-MIS, CiVHSND data, e-kavach and others.
  • Experience of working closely with state and district level government counterparts

Conceptual and Analytical Skills

  • Proven ability to conceptualize, analyze, innovate, plan, and execute strategies.
  • Experience in participating in strategic planning processes and strengthening the programmatic capacity, particularly in innovations and systems development.

Leadership and Management

  • Demonstrated leadership and managerial experience, preferably in a public healthcare program setting.
  • Ability to build relationships and work effectively with multi-disciplinary teams, technical advisory groups, and external stakeholders.

Communication Skills

  • Excellent written and oral communication skills, including strong presentation and report writing capabilities.
  • Proven ability to deliver complex messages to diverse audiences with clarity and persuasion.
