About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

The District Specialist for Tuberculosis in Gorakhpur, Kanpur, and Sitapur (Uttar Pradesh), is responsible for ensuring comprehensive Tuberculosis services within the framework of Comprehensive Primary Health Care (CPHC). This role involves providing district-level technical guidance to integrate Tuberculosis services into Ayushman Arogya Mandirs (AB-HWCs), Urban Primary Health Centres (UPHCs), and community structures, thereby delivering patient-centered care in alignment with the National Tuberculosis Elimination Program (NTEP) and state priorities.

Key responsibilities of the specialist include coordinating efforts, overseeing strategic initiatives, enhancing quality, generating reports, and addressing implementation challenges. This position plays a crucial role in improving healthcare in Uttar Pradesh, particularly through programs like Ayushman Bharat and Health and Wellness Centres (HWCs), which aim to offer comprehensive primary healthcare to marginalized populations. The specialist also focuses on strengthening primary care services and promoting innovation, equity, and gender equality in healthcare delivery.

Key Responsibilities:
  • Lead district-wide adoption of integrated Tuberculosis workflows across AB-HWCs by enabling systematic Tuberculosis screening, referral, diagnosis, treatment initiation, and follow-up within routine primary healthcare services, including NCD clinics, ANC/PNC visits, and community outreach.
  • Support in institutionalizing high-yield Tuberculosis case identification through OPD screening, home visits, CiVHSNDs, AAA+C and targeted interventions in vulnerable populations. Ensure seamless linkages to diagnostics and rapid confirmation.
  • Support in developing a micro plan for X-ray and optimizing the district’s sputum collection–transport–testing ecosystem, ensuring consistent access to microscopic, CBNAAT/Truenat, and ancillary diagnostics through robust coordination between HWCs/UPHCs and NTEP laboratories.
  • Support in building a coordinated follow-up mechanism leveraging ASHAs, CHOs, and community structures to ensure adherence, minimize loss to follow-up, and improve treatment outcomes. Enable timely access to DBT entitlements and social support.
  • Support in strengthening district capacity to use Ni-kshay and eKavach systems for real-time tracking of Tuberculosis cases, digital follow-up, and performance monitoring. Drive data-driven decisions through district dashboards and periodic reviews.
  • Support in integrating Tuberculosis risk assessment into routine NCD workflows, and collaborate with ICDS, Urban Local Bodies, and community platforms (MAS/JAS/VHSNC and PSG) to strengthen TB-CPHC convergence.
  • Priorities AAM visits based on the data and accompany the Rapid Response Team (RRT), providing technical expertise and on-site guidance to address field-related issues.
  • Provide technical assistance and mentoring to CHOs, ANMs, ASHAs, and facility teams. Implement supportive supervision and quality assurance processes across primary care and diagnostic networks to ensure adherence to national standards.
  • Support district planning, resource mobilization, and periodic review of Tuberculosis–CPHC integration. Coordinate across departments, development partners, and private sector providers to ensure coherent implementation.
  • Design and deliver training programs for CHOs and ASHAs to strengthen their skills in Tuberculosis case detection, referral, and management through RRT support.
  • Any work assigned by the line manager.
Work Experience:
  • Minimum 5-7 years of relevant experience at the national and/or international level in working on CPHC, RMNCH and Infection Diseases or related program.
Education:
  • Required Qualification: Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, public health or a related field is required.
  • Preferred Qualification: PhD equivalent in social sciences, human rights, gender/ women’s studies, international development, public health or a related field is required.
Key Competencies:
  • In-depth understanding of CPHC concepts and the Indian primary healthcare system
  • Knowledge of latest GoI CPHC, RMNCH+A, ID and NCD guidelines
  • Familiarity with the operationalization process of Health and Wellness Centres
  • Strong coordination and communication skills
  • Ability to work effectively with government officials and other stakeholders
  • Analytical skills and proficiency in data interpretation
  • Experience in capacity building and providing technical assistance
  • Proficiency in using MS Office and various health program-related IT applications
