About IHAT:

India Health Action Trust was instituted in 2003 with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Karnataka, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities. IHAT has recently got a grant to implement Integration of Tuberculosis program in the comprehensive primary health care (CPHC)

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

Senior Specialist will provide technical leadership, strategic direction, and operational guidance for Integrating and strengthening Tuberculosis care cascade from detection to care and prevention in the comprehensive primary health care (CPHC). The role focuses on improving the early identification, diagnosis, treatment and prevention of Tuberculosis by strengthening frontline engagement, facilitating effective sample transport, deploying digital innovations, and monitoring key processes in alignment with the state Tuberculosis strategic goals. This position envisages that he/she will work closely with NHM Community Process Division and also with state Tuberculosis Cell and develop an Integrated Tuberculosis Care Cascade model with Comprehensive Primary Health Care (CPHC) in the three implementing districts.

Key Responsibilities:
  • Provide leadership in conceptualising and guiding the integration of Tuberculosis services within CPHC frameworks.
  • Ensure alignment of the integrated Tuberculosis care model with state Tuberculosis strategies, NHM priorities, and national guidelines.
  • Support development of policy-relevant frameworks, models, and implementation pathways for Tuberculosis integration.
  • Enable effective engagement of community and primary care platforms for Tuberculosis screening, referral, treatment support, and prevention.
  • Coordinate with CPHC PMU to strengthen convergence between frontline workers, primary care teams, and Tuberculosis programme structures.
  • Promote institutionalisation of Tuberculosis-related roles and workflows within routine CPHC service delivery.
  • Guide strategic use of digital tools to strengthen Tuberculosis screening, referral tracking, treatment adherence, and follow-up.
  • Promote use of routine data and dashboards for monitoring performance across the Tuberculosis care cascade.
  • Strengthen feedback loops between data, program review, and corrective action.
  • Serve as a technical interface between PMU CPHC, PMU Urban, NHM Community Processes Division, State Tuberculosis Cell, and district health systems.
  • Facilitate coordinated planning, review, and problem-solving across Tuberculosis and primary health care stakeholders.
  • Support leadership forums and review mechanisms to sustain focus on Tuberculosis integration within CPHC.
  • Lead documentation of implementation experiences, best practices, and system enablers emerging from the three implementation districts.
  • Facilitate in developing learning sites, formulate micro plans and facilitate the exposure visits.
  • Generate strategic insights to inform scale-up and institutionalisation of integrated Tuberculosis care models.
  • Support transition of successful approaches into routine state systems and budgets.
  • Any other responsibilities assigned by the management
Work Experience:
  • Minimum 8 -10 years of experience in public health program implementation, preferably Tuberculosis-
  • Experience working with government systems, digital platforms like Ni-kshay, and field-level stakeholders
  • Good Knowledge on the use of Plotting Health Facilities using Geo-Location Code
  • Prior involvement in pilot rollouts or innovation-driven health interventions preferred.
  • Excellent working knowledge of Newer Technology like AI and Chest X ray and its implementation in the field
Education:
  • Master’s in Public Health, Health Administration, or equivalent discipline.
  • Preferred Qualification: PhD equivalent in social sciences, human rights, gender/ women’s studies, international development, public health or a related field is required.
Key Competencies:

Technical Expertise

  • Strong knowledge of Tuberculosis epidemiology, NTEP guidelines, and WHO-recommended Tuberculosis strategies.
  • Proficiency in program data analysis and use of Tuberculosis data platforms (e.g. ekavach Nikshay).

Conceptual and Analytical Skills

  • Proven ability to conceptualize, analyze, innovate, plan, and execute strategies.
  • Experience in participating in strategic planning processes and strengthening the programmatic capacity, particularly in innovations and systems development.

Leadership and Management

  • Demonstrated leadership and managerial experience, preferably in a public healthcare program setting.
  • Ability to build relationships and work effectively with multi-disciplinary teams, technical advisory groups, and external stakeholders.

Communication Skills

  • Excellent written and oral communication skills, including strong presentation, and report writing
  • Proven ability to deliver complex messages to diverse audiences with clarity and persuasion.
