About IHAT:

India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:

HR Systems Strengthening (HSS) vertical at IHAT aimed at providing technical support to Department of Medical Health in implementation of strategies/policies to achieve an effective and sustainable health workforce. HRH team works in an embedded manner with Medical Health Department and had provided techno- managerial support in improving the HR availability, trainings through innovative Recruitment Models, policy development and strengthening the data based decision making platform e-HRMS.

Job Summary :

Senior Associate/Specialist- HR Systems Strengthening will work closely with the HR systems strengthening team and Government of Uttar Pradesh Stakeholders including Directorate of Medical Health/Family Welfare/National Health Mission to support in eHRMS implementation, HR Recruitments and Project documentation.

Key Responsibilities:
  1. Develop technical insights on HRH best practices and develop high quality project documents including word documents, presentations
  2. Provide analytical support in eHRMS data analysis and prepare monthly status of eHRMS data gaps
  3. Coordination with government stakeholders including Directorate of Medical Health & Family Welfare, NHM for follow ups on project deliverables and feedback.
  4. Create data driven insights in the analysis of HR gaps w.r.t. Sanctioned/Norms and availability
  5. Support in planning and facilitating eHRMS review meetings, drafting meeting agendas, preparation of review presentations, and tracking project deliverables and deadlines.
  6. Provide support in review of UPKSK portal regarding HR related reports and analysis.
  7. Conduct rapid research of best practices from other States, research literature and international practices on key system strengthening components
  8. Any other work assigned by project lead
  9. Build capacity of relevant government stakeholders and organizations for sustainability
  10. Work collaboratively with team members and stakeholders to achieve project goals.
  11. Any other work given by the line manager or organization from time to time
Work Experience:
  • Essential experience: 2-5 Years of Experience working in government projects, consulting or policy roles, implementation and strategic planning
  • Proficiency in data analysis tools and methodologies to track project performance, identify trends, and provide data-driven insights for decision-making.
Education:
  • Required Qualification: PGDM/MBA/MPH or any other equivalent degree.
