About IHAT:

India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

Onboarding a qualified consultant to substantially work on the competency-based product (CBP) for the nursing cadre, inclusive of updating competency dictionaries and supporting the development of CBPs on a digital platform called e-kshamata.

Key Responsibilities:
  • Review the Indian Nursing Council’s nursing curriculum and guidelines of the Ministry of Health and Family Welfare to update the existing competency dictionaries for ANM and GNM cadres, ensuring alignment with national competency-based education frameworks and international best practices.
  • Understand the FRAC methodology and the adaptation of Bloom’s taxonomy in competency dictionaries to build structured, reference backed e-learning content. This content will be tailored to each competency and developed into CBPs for e-Kshamata.
  • Possess academic and subject matter expertise to define competency levels, write clear and measurable learning outcomes, and design assessment frameworks that reflect current healthcare demands. The content will incorporate adult learning principles and instructional design strategies to ensure engaging and effective delivery on digital platforms adapting to the cultural and linguistic context of target users.
  • Translate competencies into detailed storyboard templates for e-learning modules, including session flow, learning objectives, interactivity elements, and assessments.
  • Apply principles of instructional design to create effective, engaging, and contextually relevant content for digital platforms, including adult learning strategies
  • Engage with key stakeholders, including IHAT leadership, nursing educators, public health experts, and frontline healthcare workers, to ensure the outcome is reliable and approved
  • Incorporate feedback from stakeholders, refine and enhance content quality, and ensure compliance with global standards and market expectations
  • Deliver reports outlining achievements, challenges, and plans – monthly/ quarterly
Work Experience:
  • Minimum of 3 years of clinical or teaching experience in nursing
  • Experience in developing academic or training materials, curriculum design, learning tools, or treatment protocols is preferred
Education:
  • Bachelor’s degree in Nursing (B.Sc Nursing) is essential
  • Master’s degree in Nursing (M.Sc Nursing)/ Public Health (MPH)/ Public Policy (MPP), or equivalent, is preferred
Key Competencies:
  • Strong understanding of clinical and public health systems to ensure content relevance and accuracy
  • Ability to collaborate with diverse stakeholders to develop and validate competency-based content and products
