About IHAT:

India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

As a Specialist in Data Science, you will support the data science initiatives of the Department of Health and Family Welfare and the Department of Medical Education, Uttar Pradesh, to improve public health. You will work closely with cross-functional organizations and teams, including government officials, vendors, IHAT teams, and other partner organizations of IHAT, to identify data science opportunities, develop strategies, and implement innovative data science solutions to enhance the public health system.

Key Responsibilities:
  • Responsible for developing end-to-end data science-related projects at IHAT.
  • Collaborate with vendors to implement large scale data science products for public health.
  • Ownership of the complete lifecycle of products, from conception to rollout,capacity building of the end users and other such activities.
  • Knowledge dissemination responsibilities include effectively communicating complex findings to both technical and non-technical audiences, sharing insights through presentations, reports, paper publications, and visualizations, and mentoring junior team members.
  • Any other work as assigned by the supervisor.
Work Experience:
  • Minimum 3-5 years of professional experience in advanced machine learning, deep learning, and AI techniques.
  • Leadership experience in managing data science teams or projects, and/or working with data science teams in government organizations, would be preferable.
Education:
  • A University degree relevant to digital/information technologies/Computer Science/Data Science/Computer Applications, preferably at post graduate level or its equivalent.
Key Competencies:

 

  • Proficiency with Excel, SQL , and programming languages, such as Python and R.
  • Experience in Android application programming is an added advantage.
  • Expertise in machine learning and deep learning techniques specifically in image processing, predictive modeling, natural language processing, and data mining.
  • Knowledgeable in version control, continuous delivery, unit testing, documentation, and release management.
  • Knowledgeable in cloud-based platforms (AWS, Google Cloud Platform, Azure) and GPU acceleration for scalable model development
