About IHAT:

India Health Action Trust (IHAT) is a registered trust in India and aims at improving public health initiatives by supporting programs nationally through comprehensive technical assistance in program planning, management and monitoring. IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions and Communities

About Program:

The Uttar Pradesh Technical Support Unit (UP TSU) was formed in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation. The University of Manitoba (UoM) leads the program and has partnered with IHAT to support the government in strengthening its Reproductive, Maternal, New-born and Child Health (RMNCH) and Nutrition programs.

The position requires travel within the assigned district and to other districts as per the need of the project

Job Summary :

District Specialist-Community will be leading the community process intervention at the district level and will overall be responsible for providing techno-managerial support for district level planning, implementation and monitoring of community process related activities. District Specialist Community will share the responsibility with District Programme Management Unit (DPMU) for strengthening the community process related intervention in the district.

Key Responsibilities:

Capacity Building:

  • S/He will play vital role in capacity building of ASHA Sangini Mentors (ASM) at the block level who in turn are capacitated and empowered enough to provide supportive supervision and hand-holding support to ASHA Sangini;
  • S/He need to develop block wise priority areas (ANC, ID, RI and PNC) as per available data sources and support ASM to plan accordingly;
  • She/he will support in preparing training calendar for smooth implementation of the phased modular training;
  • she/he will prioritize the level of support required to ASM to perform better based on the reports and field visits observations;
  • S/He will support optimization blocks and focus on strengthening BCPM/DCPM in implementation of community process related activities.

On Site Mentoring:

  • DCS will visit VHND site to assess whether VHND is organized as per guidelines and will facilitate the process of addressing the gaps with the help of health department at district level;
  • Conduct home visits to assess the progress and gaps and facilitate the learning process to ASM to deliver quality of mentoring.

Review and Planning:

  • S/He will attend cluster meeting and AAA meeting to support block level team and make necessary efforts to organize cluster meeting as per guidelines;
  • S/He will escalate issues to zones where zone level support is required for strengthening of cluster meeting and AAA meeting platforms;
  • S/He will attend Monthly Sangini Review Meeting organized at block level and will support ASM/BCPM in quality conduction of the meeting;
  • S/He will part of district level review and planning meetings (District Health Society (DHS) meeting, monthly MOIC Review Meeting (MMRM) and Monthly BCPM Review Meeting and District Health and Nutrition Review Committee Meetings) regularly and facilitate the discussions based on the evidence from the field.

Coordination:

  • S/He will coordinate with District team and ensuring the linkages between community and facility and support state/zone for any external visit in the district to observe/review/monitor the program;
  • S/He will coordinate with NHM at district level to share the field visit observations and facilitate the process of filling the gaps.
Work Experience:
  • At least 3-5 years of experience in managing MNCH/Community outreach programs
  • Previous exposure of working along with government will be preferred.
Education:
  • Candidate must have master’s degree in social work/social Science.

  • Ethnic, cultural, gender, religious, and socioeconomic status sensitivity;
  • Good understanding of Indian health care system with knowledge of Uttar Pradesh context at the district and community levels;
  • Experience in managing MNCH / Community outreach programs.

  • Experience working with government/development agency in community-based intervention;
  • Computer skills in Microsoft Office;
  • Capacity building and facilitation Skills;
  • Mentoring and handholding skills;
  • Evidence based Project Management skills;
  • Documentation & Presentation skills.
