Concept of State Training Resource Centre (STRC)

NACO envisaged the need for sustainable and institutionalized STRCs in each state:

  • Ensuring quality of interventions for preventing the spread of HIV among vulnerable populations.
  • Ensuring quality of capacity building of TI partners by standardized systems and procedures, in line with the TI operational guidelines.
  • Developing uniform quality and content of training for different categories of staff and the stakeholders.
  • Encouraging a process of learning and sharing across the interventions and the states.

STRC Objectives

  • Ensure standardized and high quality training of TIs as per NACP III’s technical and operational guidelines.
  • Develop a sustainable system for the capacity building of partner organizations for TIs
  • Gather learning through additional research and develop pedagogy of learning for TI scale up

Scope of STRC Services

Establish learning systems for capacity building of TIs

  • Develop resource pool of consultant/ state trainers on TIs, including community members
  • Act as a resource center for all TI partners.
  • Carry out operational research to improve the quality of TIs Assist partners.
  • NGOs/CBOs / SACS/TSU in identifying and implementing innovative approaches.
  • Develop learning site/s – in partnership with an existing TI
  • Develop pedagogy for training and provide inputs to NACO/ SACS for future training curriculum.
  • Hire in-house staff technical experts on TIs.

Conducting trainings

  • Translate training modules/learning material in regional language
  • Conduct capacity building training programs for state TI partners
  • Provide feedback to SACS/TSU on impact of training
  • Identify and document best practices and training outputs in TI
  • Manage infrastructure for running the training and resource center.
  • Documentation of training programs conducted
  • Maintain a website for the concerned STRC.

Co-ordination with SACS:

  • Co-ordinate with SACS in planning and providing the services
  • Conduct mid term and annual evaluations of TIs as and when required.

Measures for Quality Assurance


Quality Assurance by:

  • Observing details of each aspect of delivery of services,
  • Following standard protocols and norms defined by NACO & SACS.
  • Ensuring an efficient logistics management and attention to minute details
  • Ensuring a congenial learning environment in the trainings
  • Training curriculum reviewed, adapted or developed taking into consideration local relevance
  • Developing learning sites as a mechanism of sharing knowledge & learning from field-based realities
  • Ensuring effective and demonstrated involvement of community members
  • Establishment of Academic Committee.

Measures to Asses Impact


Concurrent Evaluation

  • Each of the trainings will be measured for its knowledge and skills delivery.
  • A pre and post training questionnaire tools to measure the amount of knowledge and skills transfer.
  • Training evaluation questionnaire which aims to measure the training delivery mechanism, logistics arrangements, the quality of the trainers, etc
  • On every two months, review meeting to understand the usefulness of the trainings in the work that TI teams are doing, the challenges they are facing, and any new needs that are emerging.
  • Periodic impacts assessments of the trainings by visiting the field and see the quality of work.
  • A set of approaches will be used such as mystery client approach; exit interviews with the affected community, checks on outreach MIS, daily registers, meetings with the community to know their usefulness from the program implementers, etc
  • This will be done with the help of external consultants & community consultants.
  • Reports of the same will be shared periodically to RSACS and TSU.
  • Conducting in-service trainings at identified model / learning sites in the areas of TI related counseling, outreach work, mapping and planning outreach, surveillance, monitoring, programme management, BCC, advocacy etc.

Monitoring, Reporting and Documentation:

  • A system of regular and periodic joint reviews with the stakeholders, monitoring visits
  • Identification and documentation of best practices and dissemination.

Addressing the Learning Gaps at the three interrelated levels:

  • At the individual program implementers’ level
  • At the institutional level
  • At the community/key population levels.
